Housing Rights Center Workshop for Landlords and Tenants

HRC will be holding a series of Housing Rights Workshops via Zoom for landlords and tenants in Ventura County Monday, June 29th.  The workshop schedule is as follows:

These workshops will cover new COVID-19 Tenant Protections, AB 1482 (CA’s new rent stabilization law), Fair Housing Laws on the Federal & State Level, evictions, security deposits, repairs, and a plethora of other common landlord-tenant questions.

The Community Development Block Grant (CDBG) Program is funded by the Department of Housing and Urban Development. The CDBG funds are used to provide affordable housing, rehabilitate existing residences, provide public services to families, seniors and youth, and to provide programs for the homeless and those threatened with homelessness. 

5-Year Regional Consolidated Plan
For the 2020-2024 consolidated planning cycle, the County of Ventura, on behalf of its entitlement area (the unincorporated portions of the County and the Cities of Fillmore, Moorpark, Ojai, Port Hueneme and Santa Paula), and the Cities of Camarillo, Oxnard, San Buenaventura (Ventura), Simi Valley and Thousand Oaks are collaborating to jointly develop a five-year Regional Consolidated Plan (2020-2024) and Analysis of Impediments to Fair Housing Choice.

The City and County are seeking resident feedback in developing its FY 2020-2024 Regional Consolidated Plan. Input will help inform the Regional Consolidated Plan, which will prioritize local investments of HUD grant funding, including Community Development Block Grant (CDBG), over the next five year planning period.

Residents were invited to help set priorities by participating in a resident survey, which was available online through October 7, 2019, in both English and Spanish. Additionally, the public was invited to attend a Community Meeting on Tuesday, September 24, 2019, from 5:00 p.m. until 7:00 p.m. at the Camarillo Public Library.

In general, the Regional Consolidated Plan identifies the needs (e.g., housing, public services, homelessness) and sets the goals for our region, so that the City may use the annual Community Development Block Grant to fund projects and programs that move us closer to achieving the goals set forth in the Regional Consolidated Plan.

In accordance with the U.S. Department of Housing and Urban Development (HUD) regulations, a draft Ventura County 2020-2024 Regional Consolidated Plan and a draft 2020 Regional Analysis of Impediments to Fair Housing Choice was available for a public review between January 21, 2020 and April 24, 2020.

Grant Application FY 2020/21

The Camarillo City Council conducted a public hearing on Wednesday, February 12, 2020, to introduce the draft Regional Consolidated Plan and draft Analysis of Impediments, and to receive input from the City Council and the public on the draft documents prior to seeking final City Council approval and transmitting final versions to HUD. The Camarillo City Council will conduct a public hearing on Wednesday, May 13, 2020, at 7:30 p.m., to consider adoption of the Reginal Consolidated Plan, Analysis of Impediemnts, FY 2020-21 Action Plan, and Citizens Participation Plan. All interested persons are encouraged to provide comments at the public hearing or to submit written comments on the draft Regional Consolidated Plan, draft Analysis of Impediments, FY 2020-21 Action Plan, and Citizen Participation Plan, on or before, the end of the public review period on May 13, 2020. The Camarillo Consolidated Annual Performance and Evaluation Report (CAPER) provides a general assessment of activities undertaken during the year to address priorities, goals, and objectives identified in the City of Camarillo’s Consolidated Plan. In addition, actions taken to affirmatively further fair housing, provide affordable housing, address the Continuum of Care, and leverage resources are described in the report. The remaining sections of the CAPER address specific projects and accomplishments in the Community Development Block Grant (CDBG) programs during the Program Year. Every 5 years, the Consolidated Plan is reviewed and updated. The Plan is currently being updated. To meet this requirement, the City is participating with several other jurisdictions in the county, with the County of Ventura taking the lead of the new 5-year Consolidated Plan.
