COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG)
The HUD-administered CDBG Program was established by Congress in 1974. The primary objective is the development of viable urban communities by providing decent housing, a suitable living environment, and expanding economic opportunities, principally, for persons of low- and moderate-income. CDBG funds must be used for a variety of activities that meet one of the following national objectives for the program: (1) benefit low- and moderate-income persons, (2) prevent, or eliminate, slums or blight, or (3) address community development needs, having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community, for which other funding is not available. A portion of the funds (a maximum of 15 percent of the total grant) may be used for public service activities, and (a maximum of 20 percent of the total grant) may be used for program administration.
2020-2024 VENTURA COUNTY REGIONAL CONSOLIDATED PLAN
2020-2024 Ventura County Regional Consolidated Plan primarily identifies the housing and community development needs in the region and sets forth the goals and priorities for addressing those needs over a five-year planning period to support the City’s application to HUD for CDBG funding. The Consolidated Plan is a collaborative planning document developed by participating jurisdictions in Ventura County. These jurisdictions are the Ventura County Urban County Entitlement Area (comprised of the county unincorporated areas and the cities of Fillmore, Moorpark, Ojai, Port Hueneme, and Santa Paula), and five entitlement jurisdictions: the cities of Camarillo, Oxnard, Simi Valley, Thousand Oaks, and Ventura. The County of Ventura is the lead agency in the development of the Plan.

VENTURA COUNTY 2020 ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE
The Ventura County 2020 Analysis of Impediments to Fair Housing Choice presents a demographic profile of the County of Ventura, assesses the extent of fair housing issues among specific groups, and evaluates the availability of a range of housing choices for all residents.

The CDBG regulations require the City to provide a fair housing program to ensure that those seeking housing services are not the subject of discrimination, nor the victim of fraudulent, or otherwise, misinformed landlord activity. Camarillo is a part of the Ventura County Fair Housing Consortium, which contracts with the Housing Rights Center (HRC). HRC offers fair housing counseling and educational seminars to tenants and landlords.
PUBLIC PARTICIPATION PLAN
Public Participation Plan sets forth the City’s policies and procedures for engaging public participation in the decision-making process related to HUD funded activities. The City’s existing Public Participation Plan was approved in 2010 and amended in 2020.

ANNUAL ACTION PLANS
The Annual Action Plan is a comprehensive one-year spending strategy of CDBG funds to implement the goals of the five-year Consolidated Plan, which primarily identifies the housing and community development needs in the region and sets forth the goals and priorities for addressing those needs over a five-year planning period to support the City’s application to HUD for CDBG funding.

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORTS (CAPERs)
The Consolidated Annual Performance and Evaluation Report (CAPER) is an annual end-of-the year financial and accomplishments report for the Community Development Block Grant (CDBG) programs. The CAPER provides the status and accomplishments of each program included in the Action Plan, and a general assessment of activities undertaken during the year to address priorities, goals, and objectives identified in the Regional Consolidated Plan. Under HUD regulations, the City must submit the CAPER within 90 days after the close of the program year.
